RCM Workgroup's Purpose

1. Gain understanding of insurance companies’ various policies, procedures and practices.

2. Discuss systemic billing issues and trends experienced by providers & paths to resolution.

3. Share ideas to streamline providers’ internal billing systems.

 

Current Initiatives

• Universal Roster Streamlining 

CBHA is currently working with IAMHP and HFS to ensure the Universal Roster is being accepted by all MCOs. 

• MCO Audit Transparency & Accountability

CBHA is leveraging Illinois’ Administrative Burden Task Force to advocate for the enforcement of current state and federal laws that outline audit requirements for MCOs.

• CCBHC Billing Guidance

CBHA has already pushed for the creation and release of the CCBHC billing section which is now in IAMHP’s “Comprehensive Billing Manual.” We are requesting additional guidance, specifically on telehealth modifiers and third party eligibility.

• Prior Authorization Ban

In 2025, CBHA partnered with the Governor’s Office to help pass a Prior Authorization ban for all mental health services in Illinois. The legislation will be effective Jan. 1, 2026. CBHA plans to continue working on legislation around prior authorizations to create easier access to behavioral healthcare services. 

RCM Workgroup Meetings

CBHA’s RCM Workgroup meets on the second Tuesday of each month. These meetings are open to CBHA Members only.
