Public Policy Committee’s Purpose

  1. Monitor state and federal legislative and regulatory developments impacting the behavioral health industry in Illinois.

  2. Develop policy positions, legislative proposals, and advocacy strategies to support providers and improve access to care.

  3. Provide a forum for members to share feedback on emerging issues and shape CBHA’s public policy agenda. 

  4. Engage with state agencies, lawmakers, and stakeholder coalitions to advance systemic change and funding priorities.

  5. Ensure CBHA’s advocacy efforts are grounded in the real-world experiences of behavioral health providers and the communities they serve. 


Current Initiatives

  • 2025 Legislative Agenda

The Public Policy Committee develops and shapes CBHA’s legislative priorities for each session. These legislative proposals are member-driven and cover a wide variety of subjects within the behavioral health industry. To view CBHA’s 2025 legislative agenda, please click here


  • Monitoring Federal Policy

CBHA is a member of the National Council for Mental Wellbeing and regularly communicates with the Council about changes to federal policy. CBHA shares federal updates with members as they are received so that members have up-to-date information. 


  • 2026 Strategic Planning

CBHA will be conducting its annual Strategic Planning Survey during the summer of 2025. The survey will cover a wide array of subjects to inform CBHA’s priorities for the 2026 legislative session.
