Certified Community Behavioral Healthcare Clinics (CCBHC)

Certified Community Behavioral Health Clinics  (CCBHCs) are designed to ensure access to coordinated comprehensive behavioral health care. CCBHCs are required to serve anyone who requests care for mental health or substance use, regardless of their ability to pay, place of residence, or age. This includes developmentally appropriate care for children and youth.

On June 4th, 2024, SAMHSA announced that Illinois had been selected as one of 10 states to join the CCBHC Medicaid Demonstration program.
Illinois being selected highlights its commitment to improving access and quality of care in mental health and substance use disorder treatment. With 19 CCBHC provider sites participating, starting from October 1, 2024, it marks a new phase in delivering comprehensive care to those in need across our state.

CCBHC Demonstration Year 2 (DY2)

Providers who want to participate in the CCBHC Demonstration under the Illinois Medical Assistance Program in Demonstration Year 2 (DY2) must participate in monthly Learning Collaborative sessions consisting of training and technical assistance facilitated by the Medicaid Technical Assistance Center (MTAC), along with subject matter expertise from the National Council for Wellbeing. The CCBHC Certification Process for selected sites will be concurrent to the Learning Collaborative. 

To take part in the Learning Collaborative, prospective CCBHC sites must apply and be accepted for participation. The Learning Collaborative Application is hosted through an online Qualtrix Survey. The application for participation in the Learning Collaborative and supplementary materials are available at the following link: https://hfs.illinois.gov/medicalproviders/certifiedcommunitybasedhealthcenterinitiative.html.

The application must be completed and submitted by an individual authorized to sign attestations for the organization by 11:59pm. Central Time on April 4, 2025. Extensions to this deadline will not be granted. HFS anticipates completing the reviews and notice of participation in the Learning Collaborative no earlier than May 2, 2025.

In order to ensure broad access to the CCBHC program, the Department is prioritizing Designated Service Areas (DSAs) currently unserved by a CCBHC site participating in Demonstration Year 1 (DY1) and will consider community needs to determine the approval of additional CCBHC sites.

Note: The application process is only for providers who anticipate they will be ready to meet the requirements for participation as a CCBHC by no later than April 1, 2026. HFS may certify sites on a quarterly basis in the demonstration year, and providers who are able to meet the requirements as a CCBHC site may be able to begin CCBHC services prior to April 1, 2026.

Illinois CCBHC-E National Training and Technical Assistance Center

The Certified Community Behavioral Health Clinic Expansion Grantee National Training and Technical Assistance Center (CCBHC-E NTTAC) is committed to advancing the CCBHC model by providing Substance Abuse and Mental Health SErvices Administration (SAMHSA). CCBHC Expansion Programs (including CCBHC-E, CCBHC-PDI, and CCBHC-IA) training and technical assistance related to certification, sustainability and the implementation of processes that support access to care and evidence-based practices.
